A failure to recover
After a strong on-time performance in 2013 partly thanks to new rail cars, a snowy start to 2014 hurt Regional Rail’s reliability significantly. It never fully recovered as other issues arose or worsened, and hit a 5-year low in 2015. Over the past two years, increasing ridership, the installation of a new braking system, construction, staffing issues, and failures of aging equipment all contributed to the pattern of delays.
