Registered Democrats outnumber Republicans in 12 of the 15 most-populous counties in Pennsylvania, which combined are home to more than two-thirds of the state’s voters. In those counties, Democrats have a 1.1-million voter edge, with 52 percent of registrations. Republicans account for 34 percent.
