City proposal:

While no details have been released, the city has signaled it wants to make major changes to the current healthcare plan. According to initial contract proposal from the city to the unions, that could include "changes in benefits, carriers, vendors, plan design, plan administration and employee cost sharing." The city also wants more oversight of the union administered health and welfare funds.

Payroll contribution:

Employees hired before 1992 contribute 6% of their salary to the pension fund. Employees hired after 1992 pay 5% and receive a lower benefit.

City proposal:

The city is proposing that all municipal workers increase their payroll contribution by 3% without a corresponding increase in benefits. All new hires would be placed in a hybrid plan that combines a lower defined benefit with a defined contribution plan, which would be closer to a 401(k).
